zephyr: shim: drop PLATFORM_EC_PWM dependency from kblight and led_pwm
The kblight and led_pwm drivers do not depend on the shimmed PWM API
anymore, drop the depends so that we can build them with
CONFIG_PLATFORM_EC_PWM=n.
