printf: support printing the numeric value of multi-byte chars

* src/printf.c (STRTOX): Update to support multi-byte chars.
* tests/misc/printf-mb.sh: Add a new test.
* tests/local.mk: Reference the new test.
* NEWS: Mention the improvement.
