Simplify PyUnicode_MAX_CHAR_VALUE
Use PyUnicode_IS_ASCII instead of PyUnicode_IS_COMPACT_ASCII, so the following
test can be removed:
PyUnicode_DATA(op) == (((PyCompactUnicodeObject *)(op))->utf8)
