maint: update gnulib to latest with accompanying tight-scope tweaks
* cfg.mk: Include $(srcdir)/dist-check.mk using "-include",
to accommodate the new sc_tight_scope rule.
(_gl_TS_extern): Define, to tell gnulib's tight_scope rule that
headers here mark externs with "XTERN".
* gnulib: Update to latest.
