debuginfod-client: Add DEBUGINFOD_HEADERS_FILE.
This DEBUGINFOD_HEADERS_FILE environment variable names a file to supply
HTTP headers to outgoing requests. Notably, this allows for
Authorization headers to be added from a file under OS access control.
