In sandbox mode, disallow assigning filenames that weren't

* awk.h (init_argv_array): Add declaration.
* cint_array.c (argv_store): New vtable for ARGV.
(argv_shadow_array): New file static variable
(argv_store, init_argv_array): New functions.
* main.c (init_args): If in sandbox mode, build shadow array of
initial argv values. Call init_argv_array.
