Bump PostgreSQL image to 9.6sh-test-postgresql-9-6
It appears that PostgreSQL pulled the 9.2 images from Docker Hub, so
we could either create our own image, use 9.3, or bump to 9.6. I think
the latter is the best thing to do now since we ship with 9.6.
