* sysdeps/unix/sysv/linux/sys/timex.h: Copy out
user-space-relevant definitions from linux/timex.h of kernel
2.1.130 and remove include of kernel header.
* sysdeps/unix/sysv/linux/adjtime.c: Remove portability crud.
