Revert "ci: use stable fedora to fix ci"barthalion/ci-rawhide
GNOME CI runners have been updated to the latest libseccomp so the
problem should no longer happen.
This reverts commit 5dfaa6cf0751f66fb3053d2705e9e03d18175e29.
