locations: Replace NL cities with top 44

The current city list for the Netherlands simply re-lists the weather
station locations. However, these are (usually) not in the bigger
cities. This commit replaces these cities with 44 "Large cities" as
determined by the Dutch government (see
https://nl.wikipedia.org/wiki/Grotestedenbeleid), which seems like the
best distinction that can be made in the Netherlands.
