maint: enable sc_prohibit_hash_pjw_without_use
* cfg.mk: Enable sc_prohibit_hash_pjw_without_use.
* top/maint.mk (sc_prohibit_hash_pjw_without_use): Adjust regexp
to match any use of \<hash_pjw\>, i.e., not necessarily with a
following " (".
