doc: tweak more cygwin information
* doc/glibc-headers/getopt.texi (getopt.h): Cygwin 1.7 getopt is now compatible with glibc. * doc/posix-functions/getopt.texi (getopt): Likewise. Signed-off-by: Eric Blake <ebb9@byu.net>
