argv-iter: new module
* MODULES.html.sh: Add argv-iter. * lib/argv-iter.c, lib/argv-iter.h: New files. * modules/argv-iter: New file. * modules/argv-iter-tests: New file. * tests/test-argv-iter.c: Test it.
