posix_spawn: Rename LIB_POSIX_SPAWN to POSIX_SPAWN_LIB.
* m4/spawn_h.m4: Rename LIB_POSIX_SPAWN to POSIX_SPAWN_LIB.
All uses changed.
* NEWS: Mention the change.
