Fix one of gdt's regression-test failures.
Turns out uBlox was setting USED_SET when it shouldn't have, leading
to spurious satellite numbers in the faked $GSAs. There's still
something a bit off here, as some of those slots should be populated.
But at least we getr consistent zeroes now instead of random garbage.
Revisit this after the 2.90 release.
