groff_tmac(5): Update localization material.
* Rename subsection: "Language-specific" -> "Localization" (packages). * Explain how troffrc determines the groff locale. * Summarize the various things the existing localization files do. * Explain that the localization files can't be loaded in compatibility mode. * Add en, ja, and zh to the list of localization files.
