[build]: Discard now-unneeded Autoconf macro.
...and variables.
* configure.ac: Stop calling `GROFF_POPPLER`. Stop populating the
Automake conditional `HAVE_PDFTOOLS`. Eliminate chatter about their
availability in the configuration report.
* m4/groff.m4 (GROFF_POPPLER): Delete.
