LICENSES: Clarify wording.
* Say "alternative terms" to characterize works disjunctively licensed
with the GNU GPL and some other Free Software license, since
"additional terms" can be misleading in a GPL context (see section 7
of that license).
* Stop implying that being in the public domain is a form of license.
(Rather, it is the absence of a requirement for licensure.)
Also fix a style nit: consistently space after section headings.
