Update gnulib submodule

* gnulib now points on c8b8f3bbcde37a53cd226f4c9cebd0dde6aca37f

* bootstrap: merge the latest version from gnulib/build-aux (groff's
  bootstrap has a patch for OS x).

* bootstrap.conf: update copyright date.
