man pages: Standardize legal terms comment block.
**/*.man: Use consistent comment header for "legal terms"
comment block in man pages. Use the phrase "legal terms".
"Legalese" is a bit too informal, and "Copyright" and/or
"Licensing" are too narrow when the legal notices are GPL, BSD,
or MIT/X11 license-related all; these variously contain
disclaimers of warranty or assertions of publicity rights, which
are distinct areas of law from copyright.
