gaudieffects: Adds new plugin 'gaudieffects'

Adds the new 'gaudieffects' plugin, originally found
here: http://github.com/luisbg/gaudi_effects

Contains the following video effect elements: burn, chromium, dilate,
dodge, exclusion and solarize.
