Split up tyThingToIfaceDecl from GHC.Iface.Make
This commit moves tyThingToIfaceDecl and coAxiomToIfaceDecl
from GHC.Iface.Make into GHC.Iface.Decl.
This avoids GHC.Types.TyThing.Ppr, which needs tyThingToIfaceDecl,
transitively depending on e.g. GHC.Iface.Load and GHC.Tc.Utils.Monad.
