Convert diagnostics in GHC.Rename.HsType to proper TcRnMessage
I've turned all occurrences of TcRnUnknownMessage in GHC.Rename.HsType
module into a proper TcRnMessage.
Instead, these TcRnMessage messages were introduced:

TcRnIllegalKindSignature
TcRnUnexpectedPatSigType
TcRnSectionPrecedenceError
TcRnPrecedenceParsingError

TcRnBindMultipleVariables
TcRnBindVarAlreadyInScope
