libtool: commit forgotten soname_spec for freebsd-elf in bb7cef9.
* m4/libtool.m4 (_LT_SYS_DYNAMIC_LINKER) <freebsd-elf>: Set
soname_spec correctly, per original patch.
* NEWS: Update.
