maint: update bootstrap, gnulib, copyright dates

* gnulib: Update to the latest git version.
* gl-mod/bootstrap: Likewise.
* bootstrap: Regenerate.
* gl/top/README-release.diff: Update the patch for the latest
changes in gnulib's README-release.
