util: include virfirewall.h in virfirewalld.h
The virfirewalld.h file provides a declaration for
virFirewallDApplyRule() which accepts an argument of type
virFirewallLayer. But the typedef lives in virfirewall.h and thus
including just virfirewalld.h is not sufficient.
