some cleanup checking for xmllint and xsltproc in configure.in, fixed make
* configure.in doc/Makefile.am xstc/Makefile.am: some cleanup
checking for xmllint and xsltproc in configure.in, fixed
make dist w.r.t. the new xstc subdir.
* doc/*: rebuilt
