ua: add Volna mobile
Updated telecoms operators for Russia
New telecom operators have been added, non-operating telecom operators have
been removed, the data of existing telecom operators has been updated.
[lkundrak@v3.sk: original commit message & authorship was preserved, but
I've done significant changes. I've most notably split the removal, updates
and additions of each operators into into separate commits.
I've moved this operator from "ru" to "ua" because as far as I've been
able to verify, this operator operates in an area that's internationally
recognized as being part of Ukraine.]
