WT-3388 Add new API that allows forgetting history newer than a timestamp (#3506)
* Add in lookaside rollback, by walking the lookaside table. We do need to review lookaside records, since reconciliation will choose to write updates newer than the pinned timestamp into the lookaside file.
* It's OK to read at a newer timestamp than the stable timestamp, remove a check that stopped that.
