configure.ac: add new configure options --with-gmp-lib=DIR --with-gmp-include=DIR, --with-mpfr-lib=DIR, and --with-mpfr-include=DIR
doc/mpc.texi NEWS: add documentation for --with-{gmp,mpfr}-{lib,include} configure options.
