Remove support for IDNA: IDNA really needs to be done at application

level.

* macros/neon.m4 (NEON_LIBIDN): Remove.

* src/ne_session.c (set_hostinfo): Remove IDNA support.

* src/ne_utils.c, src/ne_utils.h: Don't advertise IDNA feature.

* test/util-tests.c, test/request.c: Remove IDNA tests.
