Since we don't seem to be able to stop ourselves, the better move is to move e_os.h to an include directory that's part of the inclusion path given to the compiler. Change all calls to getenv() inside libcrypto to use a new wrapper function that use secure_getenv() if available and an issetugid then getenv if not. CPU processor override flags are unchanged.
