Revert "devstack: Set an optimal processing queue"
This reverts commit f1bdf6751a503ee570ce114f9a31fdb2959a79d0.
this causes distribution to be either 50/50 or 100/0. in the latter
case, the single worker usually fails to process pipeline queues in a
timely manner
