[stable] consume virtualbmc from pip packages
The virtualbmc master has dropped support for Python 2, breaking
stable CI jobs. Since we expect this to be a one-time breakage,
limit the existing stable branches to virtualbmc in upper-constraints
by removing it from required projects in the CI jobs.
