Replace deprecated UPPER_CONSTRAINTS_FILE variable
UPPER_CONSTRAINTS_FILE is old name and deprecated

This allows to use lower-constraints file as more
readable way instead of UPPER_CONSTRAINTS_FILE=<lower-constraints file>.
