Use tuskar-ui instead of tuskar_ui in setup.cfg0.0.2
Before making releases we want to ensure we use the same
naming everywhere for consistency. Our git repos and OpenStack
CI refer to this project using 'tuskar-ui' name, but generated
sdist is called 'tuskar_ui'.
