system-traffic.at: avoid a race condition on monitor log
Rather than letting the test framework kill any remaining ofctl monitor, ask and wait for it to gracefully exit before looking at the log file. This solves random failures of tests 29, 30 and 50. Signed-off-by: David Marchand <david.marchand@redhat.com> Signed-off-by: Ben Pfaff <blp@ovn.org>
