Many users seem to miss changes that Open vSwitch clearly states in
ChangeLog. Some of this is probably due to users not reading any
documentation ever, but I wonder whether some of it is because users
expect ChangeLog to be akin to a commit log, because that's what GNU
software puts in ChangeLog. Users don't read GNU ChangeLogs, because
they don't contain information useful to users.
GNU software puts what we have in ChangeLog in a file named NEWS. Some
users read it. Therefore, this commit renames ChangeLog to NEWS.
Also, strip trailing whitespace for Ethan-compliance.

When debugging a running system, we occasionally see a mismatch of
different versions because someone forgets to restart one or more
daemons. Often times, it would be useful to know what's running as
opposed to what's on the current runpath.

Until now, "emer" has effectively been "off" because no messages were ever
logged at "emer" level. Justin points out that it is useful to use "emer"
for messages that indicate a fatal error. This commit makes that change
and adds a new "off" level to really turn off all logging to a facility.

This is useful for resetting flows' byte and packet counters to 0.

The linux-2.6 and compat-2.6 directories apply equally to the upcoming
Linux 3.0 release, so this drops the 2.6 suffix and updates Makefiles.

Linux 3.0 will be out soon, so it seems like a good idea to reflect that
in our "configure" script options.

ovs-vsctl is carefully written to avoid races in database access. It is
much simpler to just call it than to reimplement its capabilities.
This eliminates the requirement that bridges managed by ovs-brcompatd have
no ports at ovs-brcompatd startup time. It also eliminates races between
competing brctl and ovs-vsctl processes.

Too many users thought that they needed to run ovs-openflowd at the same
time as ovs-vswitchd. I hope that this change discourages them.

In an effort to make CFM easier to understand and configure, this
patch removes the Maintenance_Point and Monitor tables from the
database. As a consequence, users will only be able to configure
one remote maintenance point. Furthermore, before this patch each
remote maintenance point maintained its own separate fault flag in
the database. This flag is no longer reported, users will need to
infer the fault status from the global CFM fault flag.

The "tun_id_from_cookie" OpenFlow extension predated NXM and supports only
a fraction of its features. Nothing (at Nicira, anyway) uses it any
longer. Support for it had been broken since January and it took until a
few days ago for anyone to complain, so it cannot be too important. This
commit removes it.

This merge is long overdue, simply because I forgot that there were
outstanding changes on "citrix" that had not yet been merged.
The important fix here is the addition of mlockall. This fixes some
bugs seen under stressful conditions in XenServer.
