Remove lib/unicore/Heavy.pl
This file was for the use of utf8_heavy.pl. But now that that is
incorporated into Unicode::UCD, move the definitions from Heavy.pl to
lib/unicore/UCD.pl which is used by Unicode::UCD. This allows removing
package names.
