Fix run-tests.php for running phpdbg and certain test sections
Certain sections, such as --EXTENSIONS--, --SKIPIF--, and --CLEAN--
require to be executed using only PHP CLI or PHP CGI SAPIs and cannot be
processed with the phpdbg.
