Fix the url to the translation instructions.
Remove some non existant paths from `POTFILES.skip`
Side node, `POTFILES.skip` isn't currently used by meson. See https://github.com/mesonbuild/meson/issues/2232 for some more information.

* Removed stray whitespace
* Changed a few places that used space indentation to use tabs
* Changed some places that used tabs for alignment in the middle
of a line of code to use spaces
* Use two tabs to indent code that spans more than one line instead of
a few tabs and a few spaces in an effort to align the subsequent lines
with the initial one
* Changed "#ifdef _BLAH_H" to "#ifdef BLAH_H" because an underscore
followed by a capital letter is reserved for use by the compiler and
system libraries.
I also changed the path to the sound theme.xml file from
root_node = xmlnode_from_file(dir, "theme.xml", "sound themes", "sound-loader");
to
root_node = xmlnode_from_file(dir, "theme.xml", "sound themes", "sound-theme-loader");

This is:
-AIM over OSCAR use Christian's new, kick ass
gaim_notify_email stuff for new mail notification. This
should be good, but it's kind of a pain to test. Let me
know if you have any problems
-Minor fix to the translation README
-2 minor changes to the doxygen of 2 major header files
(this means you'll have to recompile a lot of files :-) )
-If your global proxy setting is "No Proxy" and your global
proxy host is empty, but $http_proxy is set to something,
gaim used to switch your global proxy setting to "HTTP." It
no longer does this. This makes more sense to me. If you
disagree, please let me know--this is open to debate, and
what not. Also, the use of environmental proxy settings
will be changed a bit in the next day or two

This is the wave of the future! Or something like that.
Imma go eat cake later! Yay happy Easter!! Oh crap, I'm probably
going to get in a lot of trouble now. Holiday references, y'know. They're
illegal'n stuff. Or something like that. Personally, I like Christmas, but
it's just too near my birthday, you know? The presents should be spread
out. Birthdays are cool, sometimes. Halloween can be fun. Free candy!
Society says I can't trick-or-treat anymore though, so I take my little
sister around and get candy. Mmm.. Like stealing candy from a baby, except
we share it. So it's not stealing, really. Voluntary. On her part, not
mine, because it'd be stealing if it was my volunteering to take her candy.
