Bug 43608 – Add unit tests

Basic unittest support and a few tests. Adds basic unit tests for:

PolkitIdentity, PolkitUnixUser, PolkitUnixGroup,
PolkitBackendLocalAuthorizationStore, and PolkitBackendLocalAuthority.
