pg_dumplo - PostgreSQL large object dumper

Compilation:

- In the PG contrib tree:
* run master ./configure in the PG source top directory
* run 'make'
* run 'make install'
- Out of PG contrib:
* edit Makefile.out
* run 'make -f Makefile.out'
