MAINT: Remove dependency version info from INSTALL (#4081)
* DOC: wording update.
scipy installation almost never requires compilation now.
* DOC,MAINT: Remove versions from INSTALL.rst
Replace dependency version info in INSTALL with a link to
the requirements.
This prevents the INSTALL document from getting out-of-sync
with the actual required dependency versions.
* MAINT: Remove external link to requirements.
