Changes to constructed components population
- Components of constructed ASN.1 types can now be
populated with uninitialized ASN.1 objects by assigning
either noValue sentinel or setupComponent() function
return in addition to now-legacy None sentinel.
- NoValue class improved to become a singleton and catch
more kinds of access to it.
