QmlDesigner: Enable item library model update compression timer
The timer was disabled by a37b6ae5fcf70c2401d1952573b8fa9672c5f201
to fix some mac crashes that doesnt seem to happen in the new item
library implementation. Thorough testing will take place to make sure
no side effects happen.
