Split off translations to a separate project
With Weblate managing our translations, carrying them does nothing but create conflicts and annoyances of various kinds. Besides, the translation updates are nothing but an annoyance in the git history. Translators deserve credit for their work as much as anyone, but the code history is the wrong place for that. As a nice side-effect, this effectively prevents people from filing PR's for translation updates which we can't process anyway. The translations now live at a separate repository at https://github.com/rpm-software-management/rpm-l10n, integration with dist tarball creation and source string scanning to be done. For now, just skip the po/ directory if translations are not present.
