tests: check decoding of NETLINK_AUDIT message types

* tests/netlink_audit.c: New file.
* tests/gen_tests.in (netlink_audit): New entry.
* tests/pure_executables.list: Add netlink_audit.
* tests/.gitignore: Likewise.
