tmpfiles: fix assert
Oct 03 17:33:20 systemd-tmpfiles[872]: Assertion 'IN_SET(i->type, CREATE_BLOCK_DEVICE|CREATE_CHAR_DEVICE)' failed at src/tmpfiles/tmpfiles.c:1837, function create_device(). Aborting.
I think this is caused by the line:
