governance: improve consistency of ACK requirements
For "ext" and "wp", the document uses the wording "ACKed by at least 3 members". For "ext", the document uses the wording "ACKed by at least one other member". This is confusing, let's just use the same wording everywhere. Signed-off-by: Simon Ser <contact@emersion.fr>
